Intellectual property as a tool to boost innovation and socio-economic development

At his reception, Minister of Science and Technology Chu Ngoc Anh remarked the visit of WIPO Director General Francis Gurry to Vietnam and affirmed the high attention from the Vietnamese Government to intellectual property development. He also affirmed that Vietnam reaches a number of positive outcomes in developing intellectual property system, but facing some challenges. Thus, Ministry of Science and Technology identifies objectives for intellectual property development, including building a national strategy on intellectual property, fine-tuning legal system on intellectual property, enhancing efficiency of intellectual property right establishment, protection and enforcement, reinforcing coordination among intellectual property stakeholders, facilitating infrastructure and enhancing capacity of human resources.

WIPO Director General Francis Gurry praised the role of the Vietnamese Government and Ministry of Science and Technology in building the national strategy on intellectual property, contributing to the innovation process in Vietnam. Mr. Francis Gurry also stated that Vietnam should efficiently exploit intellectual property information to access to advanced technologies in the world./.

WIPO Director General vows intellectual property support in VN

HÀ NỘI — Director General of the World Intellectual Property Organisation (WIPO) Francis Gurry vowed to keep assisting Việt Nam in the intellectual property field at a meeting with the Minister of Culture, Sports and Tourism Nguyễn Ngọc Thiện in Hà Nội on Wednesday.

Gurry said that improved living standards in Asia, including Việt Nam, will push cultural industry forward. Therefore, serious enforcement of intellectual property rights, copyright and related rights, will take rising importance. It will positively impact the cultural industry and economic opportunities brought about by the sector.

On the occasion, the guest expressed his wish that Việt Nam will consider joining several WIPO pacts, including the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled.

Minister Thiện, for his part, informed the guest that the Vietnamese Government approved a strategy to develop cultural industries until 2020 with a vision to 2030.

He assured that the concerned Vietnamese agencies will widely disseminate legal regulations on intellectual property and copyright to the public.

The minister hopes that the WIPO will continue providing support for Việt Nam in the field, especially in the training of quality personnel.

Though Việt Nam is yet to join the Beijing Treaty and Marrakesh Treaty, its Law on Intellectual Property contains terms similar to the two treaties.

The Việt Nam Composers’ Association is the first organisation in the country to establish the Việt Nam Centre for Protection of Music Copyright. The Association for Protection of Performing Artists in Việt Nam and the Recording Industry Association of Việt Nam were born later. — VNS

The Minister of Science and Technology has handed over the Decision on appointment of the Director General of the National Office of Intellectual Property

On 06/3/2017, the Minister of Science and Technology has announced and handed over the Decision appointing Mr. Dinh Huu Phi to hold the position of Director General of the National Office of Intellectual Property and Mr. Pham The Dung to hold the position of Deputy Director General of the State Agency for Technology Innovation.

On behalf of the appointed officers, the Director General of the National Office of Intellectual Property, Mr. Dinh Huu Phi expressed his thanks to the Minister and other Leaders, the Party Committee, as well as all the officials who have entrusted them. Mr. Dinh Huu Phi promised to try his best to fulfill the task and to continue to make good contribution to his duties and wish to continue to receive support of the Ministry's Leaders, to close cooperate with units in the Ministry to fulfill the tasks for the development of science and technology.
